No, general genetic race can't be determined by skeletal structure. Traits overlap in different aspects of the "races", from skeletal structure, to pigmentation, to various immuno-competences, etc. Taking just skeletal structure you can quantify traits and assign them to race, but the assigned skeletal races do not fit exclusively when studying other traits and assigning races to them. So, unless you're prepared to assign hundreds of races from all the variables, there's no point.

I would propose that a quiet mind does not mean the brain stops thinking, but rather is not attached to the thoughts as if they're all of reality. But CBT is a science based technique and is not engaging the question of Divinity or God or Being, but rather the Psyche. Perhaps the debate sits in the thinking that separates these two disciplines?

(1) Any nurse at a maternity ward will attest to fact that infants have to learn how to breastfeed. Some just learn quicker than others.
(2) Baby's will not initially fear a lion's attack since they haven't learned about dangerous animals yet. However, instinctual startle reaction may occur if lion makes loud sounds.
(3) Not all mother fear for their child's safety. Some THINK differently and may even harm or kill their baby's themselves.

The key is that some thoughts are so well known/practiced that they occur instantaneously, giving the impression that no thinking occured and that the stimulus caused the reaction.

Like you said, it is the medium of masters. CBT reaches out to the masses as it is socially constructed rather than culturally, like buddhism. Unfortunately, many people are unable to turn on to buddhism because their lives are too intwined which social constructs. Besides, therapy needs a model and after all CBT is based on buddhism principles, fundamentally.
