What is the best airline company for a 17-pound dog?

17 pounds I have a Beagle / pug (puggle) and am looking for a good company that meets the requirements of aircraft. I want to be a roller / backpack type. I hear that brand bags Pet Gear are good but are not good pets for 10-12 lbs. (although it announced up to 25 pounds) If any of you know of a good bag (especially Petco), please let me know
